Can users create lists of terms related to a specific industry? I'm under the impress people have created such lists. I've mostly seen information on flashcards, but nothing on user created lists. Don't know all the legalities behind the dictionary software, but it would seem this forum could easily create a WIKIPEDA type of list of words for certain industries. Maybe even it's own dictionary.

That's certainly possible, we already support user dictionaries and we're hard at work on a new indexing system to make them load / search more quickly. See http://www.pleco.com/manual/dict.html#userdict for a bit more on this.
