Is there a way to enable tts for english dictionary searches like in the Android version, where you can select the system TTS software to speak the English words? It would make Pleco wonderful for my parents who can use it as an E-C dictionary.

Not at the moment, unfortunately - Apple hasn't provided a hook for developers to access their built-in TTS system the way that Google has.
