Seems to be, yes - we've got a number of users running it without complaints (there was one bug involving the keyboard but we fixed it in an update over the summer) and our own testing here hasn't turned up any problems either.
We are finding a few significant bugs in iOS 5 in general, though, and you never know what obscure Pleco bugs might turn up once more people start installing iOS 5, so I'd advise some caution with upgrading - wouldn't hurt to wait a few weeks until iOS 5.0.1 or 5.0.2 comes out.
