I just found this article in an old issue of the People’s Daily. I was also surprised to see how far back this technology actually dates:

放在口袋里的翻译机

目前,美国、西德、加拿大和日本都已生产了一种可供旅游者用
的电子翻译机。这种翻译机体积小、分量轻,一般只有三百克重,可
以放在口袋里。它可以翻译六种语言:英、法、德、西班牙、意大利
和日语。这种翻译机的键盘象打字机一样,有一排排字母。储存每种
文字讯息的小盒有一千一百个标准化的日常用词或短句。例如放上法
语的小盒,在翻译机上按下英语的招呼用语“哈罗(喂)”时,显示
器上便现出法语的同义语“你好”。最近有的翻译机上还补充了提供
饮食营养指导及其他参考材料的小盒,这就给外出旅游的人以更大的
方便。

Great, this makes sense in that the requirements in processing power for a simple dictionary are pretty low, comparable to a pocket calculator. I like how they call a storage pack a "小盒". (little box)
