By using Pleco OCR .
THIS BLOWS MY MIND.I like to know whether I can use the iPad or Android tablet to do the same thing. If so, how?

Yes - you can download the demo version from the Pleco "Add-ons" screen and see if it works well for you. Tutorial at:

walks you through how to use it on iOS at least.
