I just bought the Pleco Bundle for Android. My android device isn't connected to the internet. Is it possible to register?

Would it work and would it be safe to send in the registration in a coffee shop with Wifi? (Only got my android device today, so I still don't know too much.)

Yes, that would be fine - it's all done over HTTPS (the same protocol people use for credit card etc transactions online) so you don't really have to worry about someone spying on your WiFi transmissions.
