Are there any rules for using capital letters in pinyin?
They don't appear to follow the standard English rule except that the first letter at the beginning of a sentence is in capital and that the first letter in someone (or someplace) is in capital.
For words that we normally capitalize in English like the days of the week or the names of the month, most books that have pinyin don't appear to capitalize this. They seem to follow the French way for capitalization.
Monday (English), lundi (French), xing1qi1yi1 (Mandarin-pinyin)
January (English), janvier (French), yi1yue4 (Mandarin-pinyin)
