your choice of settings determines whether the Learned threshold is observed by the Flashcards package or not. Here's an excerpt from the Pleco Instruction Manual:
"Under “Learned Cards,”
Card is learned if configures what criteria Pleco uses to decide whether or not a card is “learned.” This affects a number of different areas - the “Unlearned ratio” option for “Random” card selection above, the count of learned cards in the
Statistics screen, the “Cushion unlearned” option in
Scoring / Tweak parameters, and, most importantly, the “limit new cards” feature below."
If you would prefer maximum control over which cards you're being tested on, you need to pick a Card Selection mode that doesn't take the cards' score into account, such as the
Random mode with both
Manage new cards and
Limit new cards disabled. That is also my own preferred study mode:

You will then simply have to pick the right categories to study. Fortunately, you can find out for any card when it was last studied in the Card Info screen, and which categories it belongs to, giving you full freedom to choose the right categories to study next.
Of course, study modes are a matter of personal preference, so different settings work best for different people.
