It's because Pleco 1.x uses IE to render it's own display, and this somehow makes IE unhappy. Many windows mobile applications do this, it will not only affect IE itself but all others using IE as the rendering interface.

The solution is simple - just exit from Pleco using File->exit before launching any other app which shows this symptom. If the app is already launched and you run into this problem you'll need to exit both apps before relaunching, so you may need to navigate to the task manager under settings->memory to kill IE, etc.

This is resolved in the 2.x beta, but I'd recommend sticking with 1.0 for now.
